Online Application for Annual Transfers

Optimal human resource management is essential to maintain efficiency in any sector. As such computerized human resource management systems are being used worldwide.

Current human resource deployment in the health sector is highly unsatisfactory. Ministry of Health has been operating without a database of medical officers’ for many years. Grade promotions, transfers and other administrative procedures are being conducted manually leading to many delays and inefficiencies. This has led to a maldistribution of doctors leading to excess of doctors at some stations while creating shortages elsewhere.

A computerized database to address this issue was proposed by the GMOA. However, it was not implemented due to administrative failures on the part of Ministry of Health and insubordination of heads of institutions.

As such GMOA readdressed this issue in the report “Analysis of Administrative failures in Medical Human Resource Recruitment and Deployment in the Department of Health Sri Lanka” which is attached herewith. (Executive Summary, Recommendations and the Report in PDF format are

Recommendations:

  1. Establish a computerized database of Medical Officers urgently, considering it as a top priority.
  2. Implementation of an online application system for annual transfers, parallel to existing manual application system
  3. Strict adherence to regulations and deadlines of the Establishments code
  4. Ensure full implementation of transfer orders without delay.
